It’s not the first time a photo of an infant surrounded by Islamic State symbols and weapons has circulated on social media.

Last September, the “sick image” of a child lying next to multiple firearms on a black Islamic State flag sparked outrage and disgust worldwide.

When that image circulated, Charlie Cooper of the London-based Quilliam Foundation told the Independent, “[T]hese groups want to show they have total control of subjects and are indoctrinating them from a very young age.”

The Islamic State appears to be moving into establishing a more firm social structure within its occupied territory in Syria and Iraq. On April 24 they released a video to promote the launch of their “Islamic State Health Service” or “ISHS” for short.

However, despite this, ISIS has continued its murderous tirade across the Middle East and North Africa. On April 19 ISIS’ Al-Furqan media arm released a video showing the execution and beheading of at least 30 Ethiopian Christians in Libya.
